Number Range
For Your Business

Any Number Range service requires a multi-stage process designed to overcome the lack of international standardisation, deal with the volume of information updates and manage the ongoing verification of data.

Use Cases

Fraud Management for Voice Routing

Wangiri and International Revenue Share Fraud (IRSF) are increasingly significant threats to voice service providers. A common threat vector relies on the use of unallocated number ranges (numbers that are not officially allocated by telecommunication authorities). Capabilities to detect and prevent this type of fraud vary between operators and thus require query and download methods to consume number range intelligence.
Routing Optimisation for Carriers
Prefix routing is commonplace across voice and message providers. However, prefix routing can mask the problem that traffic is being routed to telephone numbers instead of blocked. E.g SMS’s being routed to fixed line numbers or voice traffic being routed to numbers that would fail length checks. Millions of unnecessary voice calls and messages per day can be removed from routing and billing systems using simple number range checks.

Data Quality Management for CRM

Most enterprises place a high value on the accuracy of their customers’ telephone numbers. Managing data quality can include validating customer lead forms in real-time, filtering out fixed line numbers prior to executing an SMS messaging campaign, or regularly performing data cleansing activities. Number Range intelligence is an important technique for basic number validation.

Cost Management for Carriers

Better A & B number intelligence can enable more direct routing as well as the ability to effectively manage regional surcharging.  The knock on impact of more direct routing means more simple billing, revenue assurance as well as better understanding of the real termination cost.

Telecommunications authorities

In some markets, the telecommunications authority makes available a list of allocated, returned and available ranges.  However, these lists can be poorly maintained as well as difficult to access and consume.  Successfully aggregating, cleaning and maintaining number range database sourced from telecommunications authorities requires significant telephone number experience, multi-lingual skills and bespoke tools.

ITU

The ITU provides methods for telecommunications authorities to publish newly assigned ranges.  Whilst this is a very reliable data source not all countries publish to the ITU and there is no single repository or format for users to access information.  Harvesting data from the ITU requires experience.

IR.21

These are the forms that mobile operators exchange to disclose the number ranges they operate in order to enable international routing.  Naturally, this only applies to mobile ranges but the data is also incomplete because not all mobile operators use IR.21.  Information acquired through IR.21 requires additional corroboration in order to separate any MVNO ranges as well as ensure that records are up to date.

Verification, Analysis and Feedback Loops

Aggregating, cleaning, normalising and maintaining accuracy is challenging, as is ensuring the data is complete.  Even if you could pull together all the raw data sources additional techniques are necessary in order to proactively test for completeness, investigate potential anomalies, and cross-check against telecommunications meta-data.

Attributes available

All number range services provide basic information such as the service provider details of the number range holder.  Additional attributes are important in anti-fraud and routing applications.  For example: Premium Rate,  National, MVNO, Satellite, and many more.

Some

Real-time

Fraud management systems, telecommunication switches and revenue assurance platforms have different capabilities.  Real-time applications such as fraud blocking, destination based routing (DBR) and origin based routing (OBR) require a real-time query interface for number range intelligence.

Many telecommunications switches rely on routing tables to be upload to the switch.  Number Range intelligence needs to be integrated into these tables.

Frequently Asked Questions

XConnect’s GNR service will provide information about service provider allocated to a number range along with attributes associated with the number category, such as Fixed, Mobile, Premium rate.  The service will also identify which number ranges are unallocated.

XConnect Number Portability Query (NPQ) only users HLR Lookup for countries where an authoritative database is not available.

An operator would not expect to see any minutes or texts being routed from or to an unallocated or otherwise unused number range.  When such traffic is present, it is often illegitimate international traffic and most likely IRSF.

XConnect number information experts have developed proprietary techniques to source data from multiple sources and cross check them.  XConnect’s voice and number portability operations team then use information associated with failed and successful connections to verify, test and investigate number range data issues.

Routing that utilises number range and number portability information will have an impact by reducing the number of communication hops to the subscriber, reduce unneccesary complexity from billing and revenue assurance, lead to a truer understanding of termination costs, Improve quality and reduce fraud.  You can learn more about this by read: Number Portability a Puzzle Unlocking Voice Opportunities.

Fraud Management Systems, Revenue Assurance and Network switches require number range information.  Each system can have different integration requirements to support different application requirements including the ability to support real-time, near-real-time or offline processing.  XConnect’s Number Range service (GNR) supports a data download and enum query interface (both formats can be adapted to suit customer requirements).
